The Fan splits hard between its two arts. Panacea Fan is an S-tier support/healer — the recommended survivability pick early, when healing options are thin — while Inkwell Fan is a ranged DPS style that's one of the harder weapons to master.
A common all-round starter loadout is Nameless Sword plus Panacea Fan: one weapon to fight with, one to keep you alive. Note that supports like the Fan drop in value in PvP.
