City-building unfolds on a new scale, letting you create entire districts dedicated to distinct purposes such as industry or science. Making sure every part of the settlement works in unison, like the cogs of a giant resource-hungry machine, is essential to keeping it alive. Research also plays a key role, as you develop technologies that set the direction for your citizens' progress and shape the society taking form around you.

Beyond construction, the game emphasizes politics and leadership. You erect the Council building to forge the laws of your growing metropolis, navigating between competing factions and their visions for the future.
