EVE Online is a deep player-run economy and political sandbox. Foundation: Galactic Frontier is presenting a more directed package: trade routes, a ship home, crew collection, squad shooting and alliance fleet wars. The question is not which is larger. EVE already wins that. The question is whether Foundation can make space strategy easier to enter without becoming shallow.
Wishlist Foundation if you want a more approachable Foundation-themed space RPG. Pick EVE if you want the proven full sandbox with real player politics.
